It was determined by a 1998 Ministerial Inquiry that there was a need for audit leaders to be able to
record a "level of confidence" with respect to a certificate holder's adherence to the Rules and
documented procedures.
Safety Auditors are able to gain an overall impression of any particular client's compliance level at
the time of an audit, but sustained compliance is dependent on the culture and internal functioning
of the client’s organisation. It is therefore necessary to view organisational culture in order to
